Template 2 — Steering Group Terms of Reference
Purpose
[The Steering Group provides governance and is the decision-making body for cross-functional issues.]
Membership
[Cross-functional GMs (Digital, P&C, Finance), Strategy/Pricing lead, Asset Planning lead, operational delivery leads, Project Lead.]
Scope of authority
- Approval of workforce baseline and capability framework
- Endorsement of demand and supply driver assumptions

- Approval of intervention scenarios
- Endorsement of financial inputs prior to executive sign-off
Meeting cadence
Monthly during the project. Calendar holds locked at project start. Duration: 90 minutes. Pre-reads issued 5 working days before each meeting.
Template 3 — Leader Interview Guide
1. Business strategy assessment (15 min)
Q1.1 — What are your area's 3 most important business priorities over the next 1-3 years?
Q1.2 — What would happen if you didn't have the right people to execute these priorities?
Q1.3 — What changes in the external environment are affecting your workforce needs?
2. Organisational assessment (10 min)
Q2.1 — How is your area structured? What works well? What doesn't?
Q2.2 — Where do you have single points of failure?
Q2.3 — What work could be done differently — automated, restructured, outsourced?
3. Workforce requirements (15 min)
Q3.1 — What roles are hardest to fill? Why?
Q3.2 — Where are your biggest skills gaps? What capabilities are emerging?
Q3.3 — What's your contractor dependency? Is that by design or constraint?
Q3.4 — How do you feel about AI / agent-led work in your area?
4. Talent management (10 min)
